Plumbing service in Chino Hills
Chino Hills was mostly rural until the mid-1970s, then filled in fast with new neighborhoods through the 1980s and early 1990s. It became a city in 1991. Rooter Warrior Plumbing & Drain Cleaning serves homes and businesses across Chino Hills, ZIP code 91709, from Los Serranos and Butterfield Ranch to Rolling Ridge, Payne Ranch, Vellano and Sleepy Hollow in Carbon Canyon. We're veteran- and family-owned, based on Third Street in Riverside, about 27 road miles from Chino Hills City Hall.
Homes from the 1980s and '90s
About 60% of Chino Hills' homes were built between 1980 and 1999, and the median home was built in 1990, according to Census data. Homes that age are where we see:
- Water heaters on their second or third replacement, and tankless upgrades. See water heater replacement and tankless water heaters.
- Slab leaks under 30- to 45-year-old foundations. Look for a warm spot in the floor, the sound of running water, or a water bill that keeps climbing. See leak detection.
- Aging supply lines and shutoff valves, and sometimes the whole system. See repiping.
The City of Chino Hills lists water heater replacement among the jobs that need a permit.
Water in Chino Hills
The City of Chino Hills runs its own water system. It blends imported water, water bought from Monte Vista Water District, its own wells, and treated groundwater from the Chino desalters. Its 2025 water quality report doesn't publish a single hardness figure for the blend.
The city has been under a Stage II water conservation alert since May 2023. Landscape watering is limited to three days a week, never between 9am and 6pm, and no more than 15 minutes per station. A leaking irrigation line or valve wastes water you're not allowed to use anyway. See leak repair.
