Menifee became a city in 2008, but some of its neighborhoods are much older. Sun City was planned in the early 1960s, and other areas grew in the late 1980s and 1990s. Two kinds of homes, two kinds of problems
Menifee's median home was built in 2001, and more than half its homes were built in 2000 or later, according to Census data. About one in five homes was built before 1980.

Quail Valley and the sewer project
Quail Valley homes have long relied on septic systems. A 2005 regional water board moratorium restricts on-site septic systems there. Eastern Municipal Water District (EMWD) is bringing sewer to Quail Valley in phases. It broke ground on the Goetz Road backbone sewer in April 2026 and expects to finish in mid-2027. Menifee's water
EMWD supplies Menifee's water. Most of the city gets water from EMWD's Mills-area sources, which its 2025 report lists at about 5 to 10 grains per gallon. The southeast corner of the city gets water from the Skinner treatment plant, at about 13.4 grains per gallon, which EMWD's scale rates as hard.
