Some of the hardest water around
Jurupa Valley has two water districts.
- Jurupa Community Services District (JCSD) serves most of the city with groundwater from the Chino Basin. Its 2025 water quality report shows an average hardness of 162 mg/L, with a range of 25 to 220.
- Rubidoux Community Services District serves Rubidoux from its own wells. Its 2025 report shows an average of 273 mg/L, about 16 grains per gallon. That's very hard water by the U.S. Geological Survey's scale.
Water that hard leaves scale everywhere it goes: sediment in tank water heaters, buildup in tankless heat exchangers, crusted faucets and showerheads, and spotted dishes. A water softener or treatment system protects your pipes and appliances. A tankless water heater on hard water needs regular descaling.
Older homes, older pipes
About half of Jurupa Valley's homes were built before 1980, and a third before 1970, according to Census data. Homes from the 1960s and 1970s can still have their original galvanized steel water lines, which rust from the inside and slowly choke your water pressure. If you have low pressure, rusty water or one leak after another, repiping may cost less in the long run than patching.
JCSD is replacing aging polyethylene service lines in parts of Jurupa Valley and Eastvale. The pipe from the meter to your house is still yours to maintain. A wet spot in the yard, a hissing sound, or a meter that spins with everything off are all worth a leak detection visit.
