Newer homes, original water heaters
Lake Elsinore grew fast. Its median home was built in 2002, and more than half of its homes were built in 2000 or later, according to Census data. Most tank water heaters are designed to last about 10 years, so if your home still has its original heater, it's past that. If yours is leaking, rumbling or running out of hot water, see water heater replacement.
Hard water from EVMWD
Elsinore Valley Municipal Water District (EVMWD) supplies Lake Elsinore's water and handles its sewer. About 85% of its water is imported, and 15% comes from local groundwater. EVMWD's 2025 water quality report shows an average total hardness of 162 mg/L across its system, about 9.5 grains per gallon, and its local wells average 338. That's enough to leave scale in tank water heaters, tankless heat exchangers, faucets and showerheads. See water treatment and tankless water heaters.
Water in the yard: leak or groundwater?
EVMWD notes that residents in Tuscany Hills may see water in yards, streets or slopes during winter and spring or after heavy rain, from natural groundwater rising. A leak in your own line is different. If your water meter keeps moving with every fixture off, you likely have a leak.
EVMWD is responsible for leaks from the water main up to and including the meter. Leaks from the meter to the house are the owner's responsibility. See leak detection and water line repair.
Septic to sewer in the Avenues and Sedco Hills
EVMWD is moving homes in the Avenues and Sedco Hills off septic and onto the sewer, at no cost to homeowners, with construction scheduled from late 2025 to mid-2028. After the first year, the homeowner is responsible for the sewer lateral and any grinder pump. If your line backs up after the switch, we can camera-inspect and clear it or repair the sewer line.
Water heater permits in Lake Elsinore
The City of Lake Elsinore requires a permit to install or replace a plumbing system, and its plumbing permit application lists water heaters and vents. Ask us about it when you book a water heater replacement.
