Moreno Valley's water

Most of Moreno Valley gets its water from Eastern Municipal Water District (EMWD), which lists the city in its Mills service area. EMWD's 2025 water quality report shows water from the Mills treatment plant averaging about 5 grains per gallon. That's moderately hard on EMWD's own scale.
