Who runs the water and sewer now
On October 15, 2024, Eastern Municipal Water District (EMWD) took over the City of Perris's water and sewer system. That covered about 2,700 customers downtown and about 1,400 more in the northeast part of the city. EMWD now serves all of Perris. EMWD maintains the mains. The water line and sewer line between the street and your house are yours.
EMWD's 2025 water quality report lists hardness by water source rather than by neighborhood. Water from its Perris treatment plant averaged about 7.5 grains per gallon. Its north Perris wells averaged about 9.8, and its Perris Valley wells about 19, which EMWD's own scale rates as very hard. Old downtown pipes, new tract homes
About half of Perris's homes were built in 2000 or later, and the median home was built in 2000, according to Census data. Plenty of older homes remain around downtown, though.

EMWD has been upgrading downtown sewers too. Its G Street project replaces about 3,800 feet of downtown sewer pipe, upsizing it from 12 to 18 inches. In Enchanted Heights, a septic-to-sewer conversion moved homes off septic tanks between 2011 and 2013.
